Help creating MIDI effect: Quantize if Velocity is >X

I would like to quantize drum parts played in on v-drums, but want to preserve flams and drags. I should be able to accomplish this with a MIDI effect that would allow to quantize MIDI notes over a certain velocity.
For example: If velocity ? 40, then quantize to 16th @ 90%

Is this possible? If so, I would greatly appreciate any help. Thanks!

bump! I'm also interested in this.

Another way of thinking about it may be: quantize all notes to 16th that are within about 30% proximity to the 16th grid, otherwise leave them alone. That way most of the notes would be quantized, but it would leave your intentional 32nd notes alone.
