I am curious why you would need this ?

Why not just use a delay ?

I can only shift a delay later and not earlier. Is there nothing that can control the milliseconds on a track?

It is not possible to modulate the track or master delay by any means as this would lead to instability, it is a set and forget thing.
If you really need it then place a normal delay on the channel and dial in the negative amount of delay on the track, you can then use the device to move your audio around safely.
