Possible to "embed" pedal sustain in note on / off info?

Hi folks,
I've got a synth (Behringer Poly D) that doesn't seems to react to pedal sustain messages. Nor does it have a pedal sustain input.
Which go me a-thinking:
Normally sustain is a separate message, right? But in fact you could simply include it in the note on / off note messages, couldn't you?
So it wouldn't matter if a synth reacted to sustain or not because pressing the sustain pedal (in Ableton) would simply prevent a note off message from being sent even if a key was released until the pedal is released, at which point all note offs are sent. Doing it that way would result in exactly the same functionality as a dedicated sustain message, right?
Anyone know a tool or hack for this?
