Is there a tool which you could put between the midi input and an instrument, which could be made to replay the recent n bars while blocking new input?
This would be good for midi randomising tools to 'freeze' good bars, ideally this could also facilitate getting good sounding bars to a new midi track.
To me this sounds like a description of a midi version of looper. Dragging capability would be as adequate as with the audio looper.

Are you referring to something like an overdub goggle?

carpy
I meant a midi effect to be put last before the instrument.
The difference between thsi and using overdub on a midi track is that if you use the track it can't be last in the midi chain.
an effect could record stuff and fully take over playback upon recording. Drag loop out - and it could become transparent again.
