Is there a way to do this, without some max or CC workaround?
I have a few clips playing in different tracks , bass, chords etc and I am trying to use the follow action to generate a random sequence. but it would have to be synchronised across several tracks, and I don't want the other tracks' clips to change ( otherwise i could do it with scene/ follow action in scene)
I am using some workarounds with assigning one master tracks clip CC data I send through a max device to trigger the other tracks clips but it's laggy.
there's no way to have a track NOT follow the scene triggers?

You can do that by removing stop buttons from empty Clip slots, and reorganizing the Clips a bit.

Oh right, thank you, forgot about that option.... ! that'll work with one group of tracks using scene follow action and one group staying static. got it...would be great to be able to do two independent groups though ! maybe in 12 !

You can 2 groups of tracks, just move them to different Scenes.
