Yes, I found a way to achieve per monitor scaling with Windows 10 on a decent 4k-monitor.
This is useful for anyone having to deal with badly scaling GUI-software such as Reason or maybe older VSTs.
The solution: use the PicturebyPicture (PBP)-function of your monitor!
I used HDMI and Displayport to achieve this on my LG monitor.
And this is the result on the left I have the sequencer with 125% scaling, and on the right you see a nicely scaled rack window with 200% zoom for the second output:

I have the same problem with my surface book 2. Ableton 9 either looks tiny or fuzzy. But it looks like Ableton fixed it! All you have to do is pay $350 to upgrade to Ableton 10, because they won't support high-dpi displays for Ableton 9 on windows. Thanks a lot Ableton.....
