False alarm. You can delete this thread. It was my fault. I had zoomed out to maximum, that's why I had the problem.

panning/drag view with ctrl+alt+ left mouse +drag does not work in arrangment view

how to reproduce
- press ctrl+alt(win) + left mouse to drag the view in arrangment view

result
- you get a hand symbol, but you can't drag the view like it used to be
- you only have the same effect as without ctrl+alt, you got just the "selection tool"

note
- it works fine when dragging the view in the midi editor, browser, FX pane

I use this feature a lot to navigate in arrange view, so it's at least for me a critical problem.
