(48805739) Push hot swaps instead of adding device

I'm on 9.0.3b2 on Mac. To reproduce:

Create a new project with 2 blank MIDI tracks.
With the push, Browse and load any instrument rack or drum rack onto the first MIDI track
Record a clip on this track with the push
Press the right arrow on the Push to move to the next blank MIDI track. The display will say "No Devices. Press [Browse] to add a device."
Press Browse to load a new instrument rack or drum rack.

At this point, Live will hotswap the new rack over the one in the first track, rather than create it in the selected blank MIDI track.
