Velocity input of step sequencer remains constant

I have 'Accent' off, but every time I input notes when the sequencer is playing in Arrangement mode or when it's idle, they're all at 100 velocity. Any way to change this? Thanks.

The step sequencer isn't actively measuring how hard you're pushing the pass. To adjust velocity hold down a note (or empty step) and tweak the velocity knob
