Any way to use footswitch 2 custom mapping in default mode?

Manual states that FS2 can be mapped in User Mode, and as such I mapped CC69 to a solo/cue button and it only works in User Mode. Just wondering if there was a workaround for using that mapping in default mode, quite a hindrance. Thanks.
