my first question is pertaining to clips quantize/
i would like to be able to launch clips so the start is locked to main tempo
but ends immediately when toggled off/
there may be more than one way to do this?/

If I understand well, this has nothing to do with the launchpad.
Just select the desired mode in the launch section of the clip.

between the manual and searching this forum/youtube...
you've got all the info online already..
your questions are very basic ...
so one flip through the manual will take you a long way..

well i'm trying different options for clip launching
but none seem to do what i need/
the key may be in understanding the follow actions chance a and b?/
i'm kind of lost in my approach right now/
while this might be something simple that i am asking,
i'm just not getting the result that i have in mind/

an outright answer is not the only option

OK. Here it goes.

The only way to make it end immediately is to set quantize to "none", but that makes the launch un-quantized as well. The closest thing would probably be to set launch mode to "gate" and quantize to 16ths or something "as small as you can handle".
