This already exists doesn't it? You can right click on a VST and choose "Group" and it groups it. Alternatively you can select the VST you want to group by clicking on it, and press Command+G and that will also group it. If it is a VST instrument, it will group to an instrument rack, and if it is a VST audio effect it will group to an audio effect rack.
