vocal stretch/stutter effect?

yes or you can use a midi gate and control the "chopping" with a midi sequence/s
depends on if you want a stutter or chop really.

Resurrecting again...looking to do something similar...possibly the same thing, with a knob.
Essentially...it should be extending/stretching the vocal...e.g. "How are you" could become "how arrrrrrrrrre you" if the knob is turned, etc.

You could do it with stretching or granular synthesis tools, or sample start automation. If you want to do the sample start automation in Sampler instead of Simpler, I made a basic rack for this:

TBH though the granular method is probably the sound you want. The illformed stuff mentioned is probably a good way to good for live. Back in the day, Wink and quite a few other people used the PC program Granulab Granny if you wanted the exact sound from those older tracks like:
Josh Wink tracks came out like "Higher State of Consciousness"
Fatboy Slim's "Funk Soul Brotha",
CJ Bolland - Sugar Is Sweeter (Armand van Helden Mix)
SNEAKER PIMPS - "Spin Spin Sugar" (Armand's Dark Garage Mix)

Was just watching the video for Fabfilter Saturn and it seems like the smudge setting might get you close with one knob.
