In my opinion, the safest way to do this is a two stage process.
1) Save each prior project that you are concerned about with the option of collecting all external samples into the project. To do this, select Manage Files from the Files menu, then click on Manage Project, then under External Files, select Yes for Collect Into Project for files elsewhere and files from other projects, then click on Collect and Save at the bottom. This way there is zero chance of breaking a project after the external loop library has been moved.
2) Once this has been done for each project of concern, manually move the loops library to your internal drive, possibly in the Loops folder of your Ableton Library, which is located at your-home-username/Library/Application Support/Ableton/Library/Samples/Loops. Now it will show up in the Live Library for all future projects.
The downsides of this are that some files will be duplicated, being copied into the projects themselves, using up more drive space; and then it has to be done for each prior project, which could take awhile depending on how prolific you have been.
An alternative is to copy the loop library to your internal drive, while also keeping it on the external, and simply plugging in the external when opening an older project. Placing the older projects into a folder of their own, to keep track of projects which need the external drive, could make things easier.
If you are hoping to use the external drive for something else, then consider that USB drives are relatively inexpensive, and it may be worth investing in a new one to keep things simple for yourself.
