I like to use the Saw wave for this 
At zero degrees, it is on beat. Sometimes I'll also play with the shape with it. Another fun thing to do, is set it to Reverse for a pseudo-sidechain-compressor (also playing with the shape)
Another way to gate is to use the Beat Repeat with the volume at Zero. Unfortunately, with that you can't really use a phasing offset, but it may be possible using a Simple Delay effect (edit: wait. actually, no, you don't want to use delay haha)
