Expression Pedal CC values aren't 0-127

I own an old M-Audio Axiom 61 Key Keyboard (v1). I plugged my Ernie Ball Volume Pedal Jr. into the expression jack and assigned CC's to some synth parameters, but noticed that the values are only being modulated from 23-127. I've looked through the M-audio manual but can't seem to find a workaround. Any ideas?

I had a similar issue with an Axiom 49 and a brand new M-Audio expression pedal. Searched for days for the cause. Turns out the unit was defective - replaced it and now everything is fine.

Interesting Erus,
I have a resistance knob that I can adjust on the side of my m-audio EX-P pedal which will hook on to the full value range if set properly. Thing is, even this is only successful at making the pedal functional 1/10th of the time. I wonder if certain expression pedals are simply that faulty in design, and what if any pedals we can trust consistently to work with CC assignment in live?
