Arranger: Clip Editor shows global timeline

Ideal Behavior:
In additional to showing the local timeline at the top, the Clip Editor would also show or be configurable to show the global timeline.

Without viewing multiple clips at once, this would make it much easier to keep the position straight in complex arrangements, such as orchestral/score projects.
