Turn Accent on or off for individual notes in a drum rack?

Is there a way to set some notes to be velocity sensitive and some notes to not be velocity sensitive? Seems like this is an all or nothing button.

Or perhaps am I over thinking this and there's a different way to achieve this?

For the drum sounds you want to have a fixed velocity, open their Simpler and set Vel > Vol to 0% and adjust the volume.

Select + Drum Rack Pad. Let go of Select, but keep pad held. While holding pad, press Accent. Voila.
