Meaning? :) This is not an accepted term, nor is it in wide use.

If you mean whether you can use a melody or something else as a rhythmic template for other material, this is what Extracting grooves is all about.

If you mean adjustment of notes in order to fit these into a specific scale, that's what the Scale MIDI effect addresses.

Unless you explain what "poorly" means specifically it hardly has to be said. I don't use that tool a lot as I don't care abut scales. The few times I've used it I got what I expected.

If you mean that it's basic then yes. But as basic as it is it just does what it is meant to.
