1 bar breaks with 4 bar global quantization

I have my global quantization at 4 bars. I have a scene which is a 1 bar drum break that has follow actions to the next scene. When I launch the 1 bar break the first time it triggers as expected after the 4th bar. The second time I trigger it it will play after the third bar. How do I get it to consistently play after the 4th bar?

I find that if I put all the clips after the follow action 1-bar drum break scene in legato mode then that scene starts on the 2nd bar which sounds better. Also the 1-bar break consistently plays after the 4th bar with the next scene in legato. Any suggestions on how to play the 1 bar break consistently after the 4th bar of every 4 bar scene and having the next scene triggered by follow actions to start on the 1st bar not the 2nd bar?
