stop Komplete Kontrol from arming selected track
When NI Komplete Kontrol s connected, selecting a track or a region in Live arms the track for recording.
Is there a way to stop this from happening?

Nope, unless you disable the control script. It is designed so that when you switch to a track you can start playing immediatly. If you do not want it to arm, use the mouse to select track instead.

Selecting a track with the mouse arms the track. And selecting a MIDI region on a track also arms the track for record.
Note:
Native Instruments says: "Please contact Ableton Support, for further assistance with their setup."
Hoping for a fix, or a final word from either NI or Ableton about whether or not this will be fixed ever at all.

Ah, yeah sorry I was talking the MK1 keyboard which used a "Full Track Arm" when cycling tracks but you could select tracks with the mouse without it arming.
The MK2 does the same thing as Push, it "Pseudo Arms" the track which is a "semi-armed" state indicated by a light red coloured rec button. The main issue is this affects the clip launch for a track because all clips are "armed" so you cannot click an empty cell to stop a clip. Because I have Push I place that into Clip Mode which fixes this issue.
There is no way to stop this as it is an Ableton thing, it is designed to have a control surface arm the track input on selection automatically so a controller can play.
What is the issue it is causing you in general usage?
