Understanding "trigger record.. on launch" concept

I could be missing something but have to wonder why "trigger recording on launch" is a right click option in every scene and "start recording on scene launch" is a Preference when changing either (or the choice in any different scene) changes them all at the same time. It would be useful to have this as an option within a scene to apply to just that scene but not if it changes all the scenes and the overall Preference. And doesn't seem to me to be able to be midi-mappable in the scene location. So why is it even there (in the scene context menu)?
