Ugh, perplexing! Good to know, thanks.. I'm still on Monterey too (12.6.5) and my system is pretty stable in terms of what is installed.
Yeah, I'm gonna have a more thorough look through the Live Beta and Cycling74 forums later to see what I can find.

I had a dig in the Cycling74 forum and got nothing. I also have a pretty stable system, it was installed from scratch in January. I do have some dev tools installed.

For Max 8.5.4 I see an error "LSExceptions shared instance invalidated for timeout." during the 40 second delay.

By any chance, do you have any third party firewall and/or anti-virus protection installed? I've responded to one of the Cycling '74 threads mentioned in this thread updating with our findings.
"This was discovered to be an issue interacting with a third party firewall and antivirus software. You may need to configure that software to be more permissive for Max/Live, and/or test with disabling the third party firewall/antivirus software."
If this doesn't resolve your issues, also manually disabling the RNBO startup on Launch preference could potentially have effect. RNBO should not load at launch inside Live as of Max 8.5.4/RNBO 1.1.1, but if you've installed earlier versions of the RNBO package, they may need to be manually removed.

I had this issue recently. I found that the problem was because of my internet...
Internet was broken in the area, and while my wifi network was selected on my computer there was obviously no internet connection. Live wouldn't start and would get stuck on the "starting Max"...
Unselecting my wifi network on my computer did solve the problem.
Interestingly, fully deactivating the wifi/internet seems to be different as I wasn't able to reproduce while doing so (on mac os Big Sur 11.7.1 here). So it sounds like it's not about having no internet at all, but about Max trying to access a faulty connection instead.

mmm. It reminds me some similar problem with Live : wifi turned-on, there was a network (to access a digital mixing console) but no internet, and Live was buggy. It was quite some time ago. Why would Max want to access internet ?
And is there a way to isolate it from internet ?
It's my experience that very often issues are coming from connection problems.
I had very bad issues few months ago with some Native Instruments plugins trying to connect internet (when there was not) and messing with my CPU : clicks and pops party, and long hours of debugging in order to find the faulty device, then weeks waiting for a fix from Native Instruments...
And at the time of Live 9 and Maverick or Sierra on Mac, I had always issues if connected to iCloud. iCloud was trying to access internet all the time (even when the wifi was turned of) and was messing with Live. So after weeks of debugging, I just turned iCloud off permanently (because I was actually not even using it, it was just turned on by default).
It may be some kind of similar (but brand new) issue now.
So much interaction with so much stuff...

This is now fixed in Max 8.5.7, just released. Hooray!
