High latency in Live 11 Suite after restarting windows?

After restarting windows 10 (22h2), the latency is high (20ms) in Live 11 Suite, but after changing the sample rate from my initial value of 48000 to 44100, then back to the initial value of 48000, it drops down to 5ms. Essentially, the initial settings give me high latency until I change any parameter, then it stays low. I'm using a Behringer UMC404HD interface with the UMC ASIO driver.
