What is this called? Beat/bar/and what?

First section is called beat as I know, the second section is called bar, but does 1/4 bar have an actual name?

Sorry it must be bar/beat/and the unknown I guess. I'm mixing this up, can someone help to clarify?

According to the Transport section of the user manual (item 7):
The Arrangement Position fields show the song position in bars-beats-sixteenths.
