Midi clock sync not sent while playback is stopped

Using the midi out port of my audio interface to send clock. I could’ve sworn in the past the clock was sent even while playback was stopped, but now it doesn’t seem the case. Clock is only sent during playback any insight?

I’m not with my computer at the moment, but is there not a setting in midi preferences for each midi clock source ?
