looking for a programm to cut out samples from an audio trac

I am looking for a programm to import in audio tracks and to cut out of them samples,the vocals or anything i want and to use them to compose my own track with my samples and these i have cutted off.

Any audio editor will allow you to do that. There are some free ones that are pretty good. Google Audio editor and try them til you find one that works for you.

Ableton Live also does this very very easily.
