MIDI "Sample and Hold"

Is there any way in Live to sort of sample and hold (or just randomly sample) midi notes from another track?

I know I can route the midi notes from one track into another but I don't see any stock MIDI effects that randomly sample incoming notes or potentially filter out the NOTE-OFF's (to emulate the hold)

If not, it could be a cool Max for Live patch to build...
