Push 3 doesn't detect Live 12 (without disabling and enabling the device in Device Manager)

Without going into Device Manager and restarting my PC, Push 3 doesn't detect that Live 12 is open. I tried different cables, including the one that came with the Push 3, and I also tried different ports to no avail. Also, both my MIDI controllers, the Push 3 and Novation Launchkey 61, are listed in Live 12's MIDI settings in red:



I can get Push 3 to detect Live 12 by going into Windows 10 > Device Manager > Ableton USB Audio Devices > right-click on Ableton Push 3 > Disable device > Enable device > restart PC. When the PC restarts and I open Live 12, Push 3 detects Live 12. But when I close Live 12 and reopen it, Push 3 no longer detects Live 12 until I repeat the aforementioned steps to disable and enable the device.

How do I get Push 3 to consistently detect Live 12?
