I want to recreate this stuttering effect on drum rack:
1. Different sample per pad
2. All pads are clock synced
3. Each pad stutter in different time div: 1/2, 1/4, 1/8, 1/16, 1/32
4. Each pad have it's own decay envelope
Does anyone have an idea?

I think the sounds that decay are simply one shots with a delay FX, not a "Decay envelope" (but Live samplers do have ADSR, and one can always use Envelope MIDI device with a gain knob/Utility), some stutter/repeats are simple retriggering (I guess one could use Arpeggiator for that) or maybe simply high feedback (near) infinite delay mixed in/out, and the stutters that affect the whole mix are similar to Beat Repeat (assigning key/MIDI to its Repeat button).

Are you familiar with the Elektron devices and workflow?
I would suggest breaking down the different components into separate racks. I am not convinced it would be easy to replicate in a single drum rack instance.
In the YouTube the digitakt/digitone provide the samples/audio and the octatrack effects the audio with its “signature” delay/crossfader/preset setup thing.

put a time synced delay / echo in repitch mode on a return track. when the delay fx is turned on - turn off the track which sends the audio or just quickly turn up/down the send knob of the track then mute the audio track if you like it to fade out via delay, like on a real mixing desk. play around with the delay time & feedback during that, it's very basic dub style.
