Does anybody know if the user accounts make any difference to performance/services type functions in XP - I'm thinking in the same way that macs have extension sets where you can choose the extensions you need for a music or performance or whatever
I've looked at the black-viper but it's quite in depth,
and music XP.net seems to only have overall tweaks that you do once - but the mac way of having extension sets is a much better option

The only diffs you'll get from accounts is what is run at startup...
if you want to run completely different configs, look into control panel -> system -> system profiles... from there you can setup different hardware configs and save them for different applications and such... so you can choose how you want to run at bootup.
