Supposedly it was started by some high school kids in San Rafael, just north of San Francisco. They'd get together at 4:20 to get high. Then they got off on saying 420 around authority figures who had no clue. Today it's a symbol of the counterculture, if you pay attention you can see clocks set to 4:20 in movies and advertisements.

Kind of an international standard party time.
