the difference between a behringer pre and a presonus pre is pretty significant, the Universal solo 610 is under a grand, as are sytek pres and numerous others. sure API, NEVE, Manley, etc. are great pres but for pulling detail out of a mic and a source, a number of mid-level pres are better than most of what comes stock on sound cards and firewire interfaces. (black lion audio in chicago does mods to MOTU stuff to make the pres sound better as well).

i'm actually currently pretty psyched on the Summit 2BA-221 which is around $700.

There are quite a lot of decent preamps on interfaces under 1000 which might not quite be top studio grade but which are definately useful.

Pres in products by RME, some Presonus, Mackie Onyx, TC and some MOTU and EMU products are decent and some of this gear is only about 450-500 dollars.

And quite a few dedicated pres are available for the same amount too which are useful.
