Tim Hecker is the shit! Glad to see him get a mention. Always lots of disto, decimation, etc., going on with his stuff. Of course, it is the stuff that is buried underneath all that static that makes his music so memorable.

A very simple way of doing this is to play the track and move the clip you want to stutter in a back and forth motion. Zoom in for finer glitches.
Example here....first track on the ep. I did this in Audition 2.0.
