Can anyone reccomend some quality Jack leads that are good at minimising static hiss when recording from my Hardware?
Or should i be addressing a different section of the recording step - ie sound card?
reason I mention cables is that they all seem to vary in static hiss level.

good thick microphone cables with a ton of shielding. Solder your own and save a bundle. If you have balanced outputs on your equipment then make balanced cables, too.
If it's really bad you could get a d.i. box and record from there.

Unless you're using old, sketchy cable, I doubt that the cable itself is the source of your hiss. It might be a good idea to check your equipment first and judge from there. Whirlwind makes a dependable cable - buy one and suss out the issue from there.
