as far as I'm aware, it's crippled during the EDITING process. So, if someone makes a jitter doodad and shares it - you'll be able to use it. As for making your own jitter doodads, it looks like it will be a pain in the ass.
intentionally crippled to encourage you to buy a full max/msp/jitter license. assuming you want to make your own jitter doodads.
