Then you'd have a bit more ammo when going to your property peeps and they might be a bit more willing to accommodate you, or at the least stop them pulling the old 'we have to be fair on all the residents' argument.

I'm only bitching until the cat goes back to it's rightful owner in a few days. Then I'll go talk to them. I'd hate to have the landlord come over and find my unregistered cat. That would cause a real problem.

I thought I gave you some good tips for reasoning with them, but if you want a good legal stall, ask for them to clarify their terms (define general and clutter) in writing to you. You need to deliver this request in writing as well - preferably certified mail (so there is a signature).
