I'm an Ableton newbie and I consider this the first cool thing I've done.
I've tried what other people suggested here and although their solutions are easier, it doesn't give the effect I was looking for and achieved. Here is what I did.
Set up a track (I used track 8 ) with a drum pattern. I used the snare from Impulse/Acoustic/Backbeat. There may be better options. I wanted something loud with a quick attack and almost immediate end. Have that snare play 16 times in a bar. Ok - so now that that track is playing the snare on a loop, turn that track off so you don't hear it.
Now you have an audio track playing on track 1 that you want 'strobed'. Add Gate from Audio Effects. Select Sidechain.
Audio from track 8 (your drum track). Then play with the hold and release values for different strobe effects.

It's used a bit in the beginning during Phantom and some more near the end around 117:45 (and probably overused at various places in between)
Then you even edit/create new drum tracks with different patterns using open and closed hi-hats to get effects similar to this:
