1.- The folders there are empty because PLACES> USER LIBRARY >Presets is for User created content. When you create your presets and store them there following The library folder structure (under Analog/Bass for example) they will also be shown in Sounds and Instruments.
2.- So for your VST:
Create an instrument rack with it and saved it in: PLACES > USER LIBRARY > PRESETS>Instruments>Instruments Racks, and they will show in the upper categories. You could even put them in to one of the "sound categories (Bass, pad, keys,...)".
The way the browser work is not clear at all, there should be a tutorial.
