Quick update.
Total re-install done. Tested with live 9. Still much much worse than with the old HDD. Live 10 pretty much unusable.
So, does this mean there is a problem with the brand new Samsung SSD drive???
I just don't get how a brand new ssd drive can make Ableton perform much worse than a 6 year old HDD???
Gonna try the frame rate thing. Then the Mac goes in the bin

Cant find the options.txt file????
in the lib/pref/ableton folder is live 9.2.3 folder and a load of Live 10.0.1 all the way to 10.0.6
Inside those is
index.txt
library.cfg
log.txt
preferences.cfg
undo folder
user remote scripts folder
wc.log
web connector.txt
That's it. Same in every folder

you need to create the file if it doesn't already exist...
if you don't have a straight text editor, you can use TextEdit to create and edit the file—go in the TextEdit preferences and change the default file type to Plain Text...

Or if feeling old-fashioned you can always open a terminal window and use vim or emacs......

YYYYYYYYIIIIIPPPPPPPPPPEEEEEEEEEE!!!!
I've finally worked out the issue.
I suspected this earlier but didn't follow it through properly.
Bloody spotlight and the fricking indexing.
I noticed today that even though I installed the drive a week ago or more the index bar was at like 10-20%. Its not moved in a week.
So I go to prefs/spotlight/privacy. Select the whole HD to be excluded from indexing and BOOM.
Everything is now super fast. My massive tracks are well below 50%.
CHECK YOUR INDEXING FOLKS!!!!!!!

if you turn the indexing back on and let it finish it will probably be okay. sounds like it got corrupted and confused after the clone...
