Hi,
same issue here. And still with Ableton Live 11.3.2.
But it seems, that clicking Cancel leads to no problem and the Pack gets fully installed.
Regards, Stefan
Same issue with Live 11.3.2 and Windows 10. Sometimes it finishes sometimes (imho after updating big packs) not.. Clicking on cancel seems to be the workaround.

So everyone experiencing this here is on Windows, right?

Same issue just on Mac as well. But a restart of Live did solve it. Started the install on the first start (after updating btw).

Same issue in 11.3.3 - Windows 10. Installing or updating any pack through the Ableton Live browser results in the install being stuck on 98-100% with no option but to cancel. However, if I cancel, exit and restart Ableton the pack appears to have been installed. So, to install or update a pack, I have to cancel the install when it reaches 100%, then exit and restart Ableton, every time? This is the same buggy, unresponsive software that has only marginally improved since v9 and leaves me wondering whether I should look at Bitwig. When is Ableton going to fix this?

And why is there no option to install or update all? You have to sit there and do them one at a time, one after the other? Jeeeez - who designed this?

Not to mention, while packs are installing or updating you can't use Live at all. Please someone, kill me now so I'm not having to spend the next hours doing something slightly less painful and soul-destroying than licking wet paint. What's Creative Flow? When did I last write some music? No idea. So long ago I can't remember. All I know are endless days of installing and updating Ableton Packs.

And Ableton - yes I'm looking at you! - don't you dare fix this in V12 and call it a new feature.

Probably best if you contact support so they can help you troubleshoot the issue:

For me, they "install" but you have to hit "cancel" at the end, then they are fine. It's not every one though, sorry, I didn't pay attention to which ones.

From my memory it seems to be the Packs that are related to 11.3.
Older Packs seemed to install like normal.

1. Collect All and Save
I had several updates for packs not finishing.
Your 'Collect all and save' was the solution in my case.
I use version 11.3.4
Before installing a pack update
I do every-time a collect and save on an empty project
