I own Live 12 lite and see that the only way to get this add-on is upgrading all way up, is it really not possible to get just this performance pack?
No.
The pack requires Max for Live, which comes with Live Suite or can be purchased separately for Live Standard.

Has anyone figured out if there is a way to have Performer's controls dynamically change based on the device that's currently selected? In other words, how rack macros are commonly controlled using control scripts.
(Sorry for the hijack here but I saw a question that I have a good answer for.)

Not Performer, but if you have a tablet (iPad or Android) you may be interested in my Knobbler M4L device.

Its "Bluhand" page does what you are looking for, with access to parameter banks as well (e.g. Operator has hundreds of parameters). There are two pages of freely assignable sliders, so you can easily build a multitouch interface to the most important parameters from all the tracks in your Live Set. The mappings are stored with the set, and recall works properly. CPU usage is low. Latency is better than MIDI.

If you have TouchOSC already, then it's free. I just released a native iPad app ($8.99) and am looking for beta testers for the Android version. The native apps add Live Set navigation (groups, tracks, racks, chains, devices), a channel strip, and buttons from Live's toolbar (transport, tempo, etc).

I started this project 5+ years ago because I wasn't satisfied with the physical controls for parameters in Live. I have a Push 2, but only 8 knobs is stifling. I also have a BCR-2000 with 32 endless knobs, but without labels (and colors!) it's too much to remember, and switching between songs is definitely impossible to remember what is where.

I'd also like to get in touch with Iftah about making the Performer device a little more Knobbler-friendly, or making Knobbler more Performer-friendly. I'm mostly talking about the knob labels in Performer -- they're just labels and not attached to the parameter. To connect them would be really nice :) You could map a rack's Macro knobs to Performer knobs and rename them there, but that's extra work. Anyhow ... enough rambles! Let's make some music!

I am also having trouble focusing objects to assign a MIDI CC to them. It'll work with one and not others. I can click anywhere but it won't select/focus. I'd love to use it for an upcoming performance when I need to control multiple parameters with one control but the MIDI issues make it not work. I'm using 12.2.
