In this case, the only thing which is special about the Library location is that it defines what is visible in the special Devices browser.
It has absolutely nothing to do with what sounds you can and cannot use in a set.
There are other aspects in which the Library location may be important. The one I can think of off hand is as a destination for imported samples. But that is a different issue.
