If you're after a synthetic sound, try playing around with granular synthesis - you can generate some huge long textures from reasonably short unsuspecting samples.

3/5delay with little feedback, short not so wet reverb, 5/3 delay with little delay, wet and long wet reverb

Basically, automate every plugin/technique people on here provided you with and record whole you're also manipulating everything live for 5-10 minutes. Then start a new project with the rendered output, take out the good bits and make it your own by processing/transposing/reversing/mixing it. It'll take time but it'd be yur own, not just a randomized mess.

Also, try sending delay sends into themselves with other plugins on, the sounds get processed until inifinty and can be very esoteric.

I recorded this [in free .ogg format] at about 5 in the AM in Tehran a few weeks ago. It's mono and the quality is a bit crap. It's just cars but the sound in my hotel room completely was out of this world for some reason... Anyone wants to play with it, well, there it is...
