Listen Mate a Band called Zapp were doing that stuff back in the 70s and early 80s so there must be a hardware Synth that does that and is really cheap these days,I would say..I'm not a retro hareware freak (Apart from Moogs),but i'm sure there is someone on this forum who is..!

You could look into a talk box as well. I'm pretty sure they're using a vocoder, but a talk box will give you similar results and is what Roger from Zapp (mentioned above) used.

They're pretty easy to make yourself or you can get something like a Banshee.

not sure why binaryB is so sure, I was only stating that the DP4 has one. It's pretty good, you can choose how many bands it uses. When you use it in vocoder mode you can't use any other effects at the same time.
It's no guarantee that's what they used.

I still like it as a box though, and it's about 15 years old. It's built like a brick shit house as they say round here (that means it is strong)
The amp simulations are good, the phaser is intense, the reverb is pretty damn good too.
