It's kind of already been enforced.

Laws have been passed to give greater punishment to those who offend certain industries.

This is true. but hardly relevant to the morality of the situation. And I would rphrase it - if you have nothing to fear then you have nothing to hide.

eg

you fear being sent to a concentration camp so you hide your etnicity.
you fear being shot so you hide your radio recevier.
you fear for the lives of your children so you hide your children

etc.

I am in fear of exercising my right to free speech and protest this murderous war because some of the groups I have protested with have been labeled "terrorist" groups and I assure you they are not.

i was a little harsh so i took some of that back...
