Because Apple is a bunch of cunts and think that people are stupid enough to pay twice as much for their RAM. Unfortunately, a lot of people are stupid enough to pay it.
Back in the day they used to ask RAM companies to certify their RAM, meaning pass Apple's quality requirements, and for the extra hassle on the part of the RAM manufacturers Apple made it VERY desirable to search for RAM outside Apple.
They have never been as unreasonably priced about their hard drives for instance, but RAM manufacturers have a few real shady companies out there, unlike HDs.
Bought 4GB RAM for the macbook pro 2.4 for $119, got to love the price of RAM these days.
