Yes, it's completely deactivated when the two programs aren't running. It's not a separate application. The communications protocol is similar to ReWire, but more flexible - you don't have to open/close the applications in a particular order, etc.
For those of you who have no interest in vinyl as a control surface, The Bridge is probably not going to be interesting to you. It's really aimed at people who DJ with control vinyl.
There's basically nothing new within Live itself; the visible aspects of The Bridge are entirely on the Serato side.

Its not a tempo sync to live (or to serato)?, it just allows live to have its transport controlled by serato with clip launching - ie just like plugging live into a DJ mixer and working with CDs/Vinyl, but benefitting from serato 'digital vinyl' and a rather useful integrated clip launcher for those who want to run a set of a single laptop?
Im guessing if you want a tempo synced effect or loop in live to sync to a track being playing in serato, then you do it the old fashioned way - set Live's and nudge it (or beat match the audio to live whatever your current preferred approach is) - ie that is no concept of a master tempo and midi sync like tracktor has for example?
Clarification on the presense of absense of a master tempo clock would be good - I am guessing that as serato doesnt (or at least didnt last time I checked) have a master clock, then it still doesnt. If it doesnt, then I guess its still a case of nudgin Live, or having it run a click all the time to do the manual sync.
