Well, you see... it's very difficult to understand Italy outside Italy, and you probably don't understand how italian society actually works. For instance, the attempts of the Church corporation to attract attention. People here (in particular young people) are fed up with priests, popes and such crooks. Balducci was a sort of vatican's agent who tried to justify all the bullshit contained in the bible: miracles, angels, devils etc. At first he claimed he was "an exorcist", because the Church Corp knows well that sensitive people can be easily scared and boogled by devils, possesions, etc. So he spent years going on italian TV telling things like: "careful, because what happened in the film the exorcist is real, I myself had to dislodge belzeboo from poor kids. But if you trust the Church, nothing will happen to you" and showing videos of "exorcism" with poor mentally ill people screaming and swearing
In a normal country such idiots would be arrested or such. On the contrary, in Italy they can talk and talk this crap because of the well known alliance among mafia, right-wing and neofascist party and the Church Corp. It's a lot of money, there is nothing "spiritual". It's just like: "go, scare people, legitimate and preserve our power through TV". The same as in the U.S. with war propaganda and/or weapons lobbies which have been totally brainwashing american citizens. Here we have mafia (controlling almost everything) and the church (earning, only in Italy, 2.000.000.000 euros a year given by italians, who have to pay a tax for the church made by the old fascist regime in the 30s). That is why Italy is one of the most corrupted countries in the world: because of the bloody church and the so-called "mafia" (which earns 140.000.000.000 euros a year). See Berlusconi, and guess why he is a fervid catholic and at the same time a mussolini's fan, a mafia man, a briber (he corrupted judges, politicians etc.) and a whoremonger, too.
In other words: Balducci did not give a damn about aliens and ET. He just claimed: "ok, young people, you are fed up with us and don't believe in our angels, devils and miracles anymore. But why then many people currently believe in aliens? If you give for granted that aliens exist, then please believe in the bible fairy tale, too! See, I believe in aliens and jesus christ. Yes, we can". That was his aim, not the aliens
