I also have issues with the SampleTank plugin in Live running on my Windows7 64bit Laptop.
It's just not showing up in the plugin list. The account for my music stuff runs with admin rights, uac is switched of and I did a forced rescan as suggested in the thread mentioned by IP.
I wrote to support, let's see what they come up with.

By the way, the plugin runs without problems in Cubase and Band in a box. Most strange.

just to confirm

- move the .dll to a subfolder of your main vst folder (when live is closed)
- open live as admin
- set the subfolder location as the main vst folder (from preferences)
- let it some seconds to auto-rescan the folder
- go to: plugin devices (from the browser) / click rescan

now what happens?
